CITYWIDE INCIDENT MANAGEMENT SYSTEM TRAINING FOR RETIREE MOBILIZATION PLAN VOLUNTEERS

On June 2, 2007, hundreds of registered members of the NYPD Retiree Mobilization Plan (RMP) received training in the Citywide Incident Management System (CIMS) at One Police Plaza.  The Auditorium was filled with the volunteers who were greeted by Police Commissioner Ray KellyCommissioner Kelly addressed the room and stressed the importance of the RMP program.   Deputy Inspector Theresa Tobin, addressed the membership and reported that the list of registered volunteers continues to grow and that 4500 retirees have now registered on the Actively Retired website.  To register, retirees need to go to http://www.nypd2.org/retirement/home.html

Members of the NYPD Personnel Bureau conducted this critical training and presented the registered members with the new bar-coded mobilization identification cardCaptain James Wahlig, Personnel Bureau conducted a comprehensive Power Point presentation of the Citywide Incident Managment System.  Captain Wahlig illustrated how prior Patrol Guide procedures for handling large scale incidents had been updated with the CIMS protocol. The volunteers were introduced to the new terminology and acronyms of CIMS that dovetail with the National Incident Management System (NIMS).    It is interesting to note that the Personnel Bureau functions are to be incorporated into the Logistics Section .  The Captain also stressed the critical role of the Intelligence/Investigations Section .  With successful completion of the CIMS Training,  the volunteers received Certificates in ICS-100, ICS-200, and IS-700.

Lieutenant Michael Ryan, Coordinator of the Retiree Mobilization Plan, was present with members of the Personnel Bureau who assisted in the training of the hundreds of volunteers.
Lieutenant Ryan also brought our attention to the new plaque that had been installed in the lobby of One Police Plaza.    The new plaque memorializes those members of the NYPD who have lost their lives while serving in the Armed Forces of the United States.

During the training, I had the pleasure of renewing some old friendships made during my career on the NYPD.  Retired Assistant Chief Michael Fox , former Commanding Officer of Patrol Borough Manhattan South was present.  Chief Fox served for many years in the 9th Precinct as a patrol cop during some of the most turbulent years in the Fighting 9th Precinct.

 Retired Deputy Inspector Richard Seta and I had served together in the Fighting 9th Precinct during the 80s. He and I were also promoted to the rank of Captain of Police at the same time back in 1989.

 I also met  retired PO Arnold “Arnie” Roma, 120th Precinct .  Arnie and I had both served in the 120th Precinct.  He and I spent many tours of duty in a radio car.  It was with much sadness that I recalled how his son, Keith Roma had perished in the collapse of the Twin Towers.  Keith was assigned to the Fire Patrol Unit from West 3rd Street and responded to the Towers.   Arnie himself had also responded to the Towers and was present at Tower One when it collapsed.   It was gratifying to have Arnie participate in the Retiree Mobilization Plan (RMP)
