NEW U. S. CAPITOL POLICE CHIEF MORSE’S ROLE ENHANCED BY APPOINTMENT OF TERRY GAINER AS SENATE SGT. AT ARMS

Since former U. S. Capitol Police Chief Terrance W. Gainer’s
departure from the force in March 2006, the department has been ailing with severe morale problems, officers leaving the force for other positions elsewhere, and a feeling of angst that has plagued those in the realm of the
U. S. Capitol Police. Gainer, who was well liked by the troops, was subjected to the prevailing politics of the
attempted behind-the-scenes micromanagement of the force. His assertive and confident style coupled with his array of experience and skilled expertise provided no degree of complacency that apparently became the
desired norm on Capitol Hill.
A permanent replacement for his position was recently
made, and the pick for the top cop position was from within the department. Philip D. Morse was selected to be the new
chief. He has been with the department since 1985 and, highly educated, he quickly rose up through the ranks. In January 2006, former Chief Gainer
promoted him to the position of Inspector citing his many attributes that were demonstrated by his work in various areas and by his ability to interact
effectively with others in the department. Morse’s deep sense of dedication to his tasks as well as to enhancing morale among those he works with was noted. His communication
abilities will be vital in restoring a sense of equilibrium to the department that was rocked by Gainer’s exit and by a
number of high publicity incidents and events that occurred on Capitol Hill. US Capitol Police Chief Philip D. Morse
No doubt Morse
possesses stamina and retains a secure sense of self to be able to move into the role of chief. Having been in the department during Gainer’s tenure,
he is cognizant of the obstacles that Gainer faced. However, with the very recent announcement by Senator Harry Reid (D-Nevada) that he has named former United States Capitol Police Chief, Terrance W. Gainer, to be the new Senate Sergeant at Arms as current Senate Sgt. of Arms-- William Pickle—who performed admirably, departs in the near future, Morse will very likely get the
integral support and understanding he will need. Gainer will be head of the U. S. Capitol Police Board
, and he is fully aware of the needs and requirements that are vital to the role and function of the U. S. Capitol Police force.
Morse can feel comfortable in knowing that he will likely receive the necessary law enforcement control
and latitude required to conduct his force with uninhibited leadership. The troops’ morale level will be improved instantly with Gainer’s
arrival in this prestigious position coupled with his professionalism, expertise, and multitude of skills. Gainer and Morse
will be able to work cooperatively and collaboratively in a manner that will enhance the U. S. Capitol Police in all respects. Both Morse and Gainer will prove to be winners in continuing to shape the police force as an exemplary model for continued success and progressive achievements.
