For the information of those who do not know the Mission of the Police Relief Fund, the following
is a letter from the Director of that Unit:
The following details the benefits available to retired and active members of the New York City Police Department.
Benefit Program. Police Relief Fund
1. The exclusive function of the Emergency Medical Squad
is to provide the highest quality of care to active and retired members of the service at their time of need. This service includes both the availability of ambulance service as well as the loan of a myriad selection of
medical equipment for as long as their condition dictates.
2. The following criteria
must be met in order for this benefit to become available:
a) The requesting patient must be either an active or retired member of the service
, his or her spouse, unmarried dependent children, father, mother, father-in-law, mother-in-law or a brother or sister
of the member. Brothers and sisters are covered only if they are residing with and are supported by the member.
b) The ambulance is available to transport non-ambulatory patients from his/her residence to a hospital(s): from a hospital to his/her
home: and also from one medical facility to another medical facility. c) The ambulance can travel up to two hundred and fifty miles
outside the city limits. However one point of the trip must be within the confines of the City of New York.
d) Our police officers are all highly trained emergency medical technicians as well as certified cardiopulmonary resuscitation
experts. They can professionally handle the transfer of almost every category of patients condition with the highest level of proficiency
and expertise. However, certain limitations must be adhered to for the safety of both the officers and the patients they serve. The department ambulance can not be used in the following situations
: 1) NO EMOTIONALLY DISTURBED PATIENTS without the prior approval of the Commanding Officer, Emergency Medical Squad.
2) NO EMERGENCY MATERNITY CASES
3) NO KNOWN AIRBORNE COMMUNICABLE DISEASE TRANSFERS without the proper direction of competent medical
authority and the approval of the Commanding Officer, Emergency Medical Squad.
4) NO INTENSIVE CARE UNIT TRANSFERS without a doctor or a hospital-approved nurse on board the ambulance. This is due
to the fact that we are not certified as an advanced life support ambulance.
5) NO PATIENTS WITH OPEN OR OOZING WOUNDS without the proper dressings as per the instructions of competent
medical authority. IT SHOULD FURTHER BE NOTED THAT FOR THE PROTECTION OF ALL PATIENTS AND THE TRANSPORTING OFFICERS, ALL PRUDENT AND NECESSARY SAFETY STANDARDS AND MEDICAL PRECAUTIONS WILL BE STRICTLY FOLLOWED.
3. The ambulance service is available primarily Monday through Friday from 7:00am to 11:00 pm. In the event that a member requires
the service on a late tour or a weekend, we may be able to fulfill that need as well. The member will simply telephone our command with
the request and if the transfer must be made during non-operational hours, we may be able to make appropriate arrangements to handle the
transfer. It should be noted further that we are not a "first responder ambulance." The initial ambulance transportation to a medical facility
should be handled directly through the patients emergency ambulance telephone number, whether that be "911" or another local
emergency telephone number. As soon as the patient is stabilized at the receiving hospital we will gladly attempt to handle any subsequent transfers.
4. The following is a comprehensive list of durable medical equipment currently stocked at our command and available to the membership and their families:
- oxygen therapy equipment - portable oxygen
- oxygen concentrators - pulmo-aide equipment
- electric hospital beds - wheel chairs
- hip chairs - commodes
- walkers - canes, crutches
- hoyer lifts, slings - trapeze bars
- ortho-biotic chairs - tens unit therapy
- geriatric chairs - intravenous stands
Additionally, other medical equipment becomes availabe on occasion and members are advised to call this command with their
specific and immediate medical need. If the medical is currently available, the member will be advised and arrangements will be made for
delivery to the patient. If the patient lives within the confines of New York City, our command can make arrangements for the equipment
to be delivered and professionally set up at the patients residence. If the patient lives outside the city of New York our staff will make the
necessary arrangements for a convenient time for the member to pick up the equipment at our facility.
5. In the event that you, or any member of your constituency have any questions regarding the benefits of the Police Relief Fund of
the Emergency Medical Squad, please feel free to call Sgt. Gerard Cooke, Emergency Medical Squad, or the undersigned at 718-626-9320 or 9321.
